I.M. Systems Group, Inc. (IMSG) www.imsg.com is currently looking to hire a Marine Resource Habitat Specialist to work at the National Marine Fisheries Service Headquarters Restoration Center (RC) located in Silver Spring, MD. The Restoration Center (RC) in NOAA restores the nation’s coastal, marine, and migratory fish habitats to ensure healthy and sustainable fishery resources by utilizing a wide range of programs. The candidate will be responsible for providing grants management, outreach and related headquarters services to the RC Team to meet its responsibilities in overseeing the identification, implementation and monitoring of habitat restoration projects through coordinated activities with regional RC staff and constituent partners. The incumbent is also needed to assist with other RC programs, such as the development and establishment of the Great Lakes Habitat Restoration Program and associated grants and project management tasks as those needs arise. Duties: • Oversee specific habitat restoration projects and partnership grants, as well as track projects subawarded through these partnerships. • Coordination of joint project selection calls with national and regional habitat restoration partners, and preparation of technical memos to the NOAA Grants Management Division requesting approval for projects selected as partnership subawards. • Negotiate application specifics with grantees and processing of grant applications through the NOAA Grants Online system. • Provide guidance on the proper execution of federal grants forms, discussion with potential grantees on appropriate monitoring parameters, general discussion of project ideas and appropriate target solicitations for proposal submission, and guidance to successful grantees on progress report submission requirements. • Developing joint solicitations for project applications under partnerships, drafting environmental compliance documents, initiating RC database entries, and reviewing progress reports for selected projects. • Provide technical review and evaluation of restoration project proposals submitted through the Restoration Center’s and its partner’s requests for habitat restoration project applications. These reviews will also require discussion with relevant regional staff to determine project feasibility and to rank applications for funding. • Work with headquarters and regional RC staff to identify regional participants for content development by habitat type as well as assist with writing, collection, and editing of text for the site. • Coordination of press releases, events and other outreach activities and products to publicize the efforts of the program and individual projects. • Prepare brochures, fact sheets, briefing packets or presentations for Congressional members or their staff, GLHRP constituents, and the general public. • Assist the RC outreach staff with development of content and recommendations to improve navigation leading to update and revision of existing pages of the Restoration Center website. |

Qualifications: • Experience with Grants (applying for grants, managing grants and monitoring of grants. • Experience with working with databases specifically with web based systems that will be used to enter grant applications. • Customer service personality is essential along with good negotiating skills. • Strong project management skills including project scheduling, budgeting, contract and/or grants management, and ability to handle multiple, concurrent, and competing projects and responsibilities • Strong oral and written communication skills, including the ability to communicate clearly with non-scientists along with effective telephone skills. • Experience with state and federal regulatory processes • Experience working on interdisciplinary teams • Willingness for occasional travel within a region is required • Candidates should possess a Masters degree or a Bachelor’s degree with equivalent experience in one of the marine or aquatic sciences, fishery biology, ecology, hydrology, water resources, earth science, engineering, marine policy or a related field |
